    Become a Member

    Generally, each country participating in ICPEN is represented by a single national governmental organisation responsible for the promotion and enforcement of consumer protection and fair trading practices. View a copy of the Memorandum on the Establishment and Operation of ICPEN and the 2024-2027 ICPEN Strategy Plan.

    Each Member is expected to deliver an annual report and must show demonstrated commitment to the Network during the preceding 12 months as determined by the President. This may include:

    1. Attending a Network conference or workshop in person;
    2. Contributing substantively to a Network conference or workshop remotely (e.g., planning or participating in a session, moderating a breakout);
    3. Fulfilling a leadership role within the Network (e.g., steering group lead, coordinator role);
    4. Actively participating in a recurring activity of the Network (e.g., Fraud Prevention Month, Internet Sweep, Intelligence Reporting);
    5. Actively participating in a Network working group.

    Before an agency becomes a Member, it participates in ICPEN’s activities for 2 years as a Partner. Partner status is normally reserved for one single national governmental authority from each country that is involved with the promotion and enforcement of fair trading practices but there is provision for exception, and for some countries other arrangements may be necessary. Authorities will only be considered for Partner status once their application has been supported by at least five Members and has not received any objections from a Member.

    Other stakeholder engagement

    ICPEN encourages the participation of non-Members to take part in its annual activities for the benefit of good consumer outcomes, such as through the:

    • Fraud Prevention Month activities; and
    • Internet Sweep Day activities

    ICPEN also welcomes the participation of other stakeholders in its activities such as annual conferences and best practices training workshops. Applications to participate at these events should be made to the current sitting ICPEN presidency.
